How on earth is 'It happened one night' a better movie than 'Seven Samurai' and 'Tokyo Story'?

I saw National film Registry's greatest films of all time list (1998). It listed 'it Happened One Night' at 42 and 'Seven Samurai' and 'Tokyo Story' at 43. I have seen all 3 films more than once and I strongly believe than even such a comparison as this cannot exist as 'Seven Samurai' and 'Tokyo Story' are epoch making movies whereas 'It happened one night' can be be at best called a semi-great fun-filled screwball comedy (I like 'bringing up baby' much better but these screwballs cant be compared to the most integral masterpieces of world cinema.)

Our National film registry is going to be biased. That's the answer. I've seen all three, too, and your right; in no way does "It Happened One Night" even come close to comparing to two of the greatest films from Japan at a time in Japan's history when they were making three and four timeless masterpieces a year. The problem with lists is, it's opinion. The National Registry likes American films, and filmmakers. Frank Capra is one of the most recognizable film directors from the first half of the 20th century. So, it makes sense for them to place something recognizable next to two films probably nobody has heard of... maybe they think people will be more interested in seeing these two films if they see it next to the Capra (even though they don't resemble each other in any way shape or form)? Or, maybe they just don't care and rank them whatever way they want, but either way it's nothing to get over-worked about.

I think the Cahiers du Cinema top 100 poll has Bicycle Thieves at #99, and Freaks at #21. So, even from them, you get huge misnomers, and mistakes. Not to say Freaks isn't a good film, I can even understand if people like it a little better, but is it really 78 spots better than Bicycle Thieves? If you saw my top hundred list you might be appalled at where some of my films go, as I would be you, that's the problem, and the fun, of making lists.
