What is "the thing that was not" in Gullivers travels third book?
From what I recall, the 'thing that was not' is the way the HOUYHNHNMS way of translating the concept of a lie. In their society - which is described by Gulliver as Utopian, so perfect that he is ashamed of being human - they cannot conceive of a lie. The concept of saying something which is untrue is so foreign to this enlightened race that they do not have a word for it, and wouldn't understand what Gulliver is talking about if he tried to explain it.
It is used twice in Chapter 30: when Gulliver describes a boat, and its use in explaining where he came from, his master think he must be telling the thing that was not; and again when Gulliver is telling what he would do when he returns to England, that is, relating his tale, that people would think he was telling the thing that was not true. There may be other mentions of the phrase in the book, these are just the ones I came across (see my source).
Swift (the author of Gulliver's Travels) uses each of the societies that his character Gulliver encounter, including the society of the HOUYHNHNMS to contrast against the society of the time, pointing out the problems with human society. Lying is just one of the many he covers in the books.
