It is. Gotham happens to be one of the most developed cities in the USA in the respective universe.
Wayne Enterprises did a great economic boost to the city altough it is said to have a great economic depression in the earlier years.
But the difference between rich and the poor is great in the city so it is hard to talk about a equal democracy for the ordinary man.
